Constitutional Reform

Like the swallows of Capistrano, Representative Newton’s New Constitutional for Alabama bill has made its annual return. This appears to be the same version as the last time, and I have the same objection. Don’t get me wrong, I am not opposed to improving our 1901 Constitution, but I do have an objection to delegates to a conventional convention that aren’t representative of all of our citizens.

My issue with House Bill 308 is the method of delegate selection. It provides that the delegates are selected by House districts, and the House districts here in Alabama are not a reflection of our citizens. Look up Gerrymandering in the dictionary, and you may see a map of Alabama House Districts.

Although HB 308 purports to be non-partisan, it will be. Most political wags agree Alabama’s political composition is probably 40% Republican and 40% Democrat. The composition of the Alabama House is 60% Democrat, 40% Republican. As there are significant philosophical differences in the two parties, it is important that a re-write of the constitution be an accurate reflection of those subject to its provisions. As HB 308 is written, that will not be the case. If this bill is enacted, it will favor one political party over the other, and as I have learned, majority rules, and rules with glee.

I will vote NAY if this bill, without substantial changes, makes it to the House floor for a vote.
